Correction Rules只能追加纠错事件: 不得覆盖原动作审计日志或原回滚包，只能追加 correction event。保留 digest 链: 必须保留 auditDigest=6f8a219c2de7... 与 rollbackDigest=d5af3fd30c89...。不触发公开副作用: consumer=ops-console 的纠错只能进入治理预演，不发 BBS、不改地图、不持久化 AI。
